    Amy Chen is a Regulatory Consultant with Compliance & Risks for over 10 years, specializing in consumer products compliance, focusing on China, Japan, Korea and other Asian countries. She helps product manufacturers to identify and understand the regulations in place in the markets to which they sell by helping them to map their obligations with regard to product safety, labeling, waste and packaging. 

  • Bonnie Zhang

    Regulatory Affairs Manager Sealed Air

    Bonnie Zhang graduated from Fudan University as Ph.D, majoring Pharmaceutics. She works in Sealedair as Regulatory Affairs Manager who is responsible for monitoring regulatory update, checking product compliance and executing regulatory advocacy strategy in agreement with regional Food Care and Product Care business stakeholders. 

    She has more than 10 years regulatory affairs experiences with chemical control laws, food packaging, medical device and fragrances. Before joined Sealed Air, Bonnie Zhang worked in internal companies as Product stewardship and compliance manager where she managed regulatory communication, product compliance check, customer support activities in food packaging industry. She also supported pharma excipient IDL application and medical device certificate related issues.

  • David J. Ettinger

    Managing Partner, Shanghai Office Keller and Heckman

    David Ettinger is the chief representative in Keller and Heckman’s Shanghai, China office. Mr. Ettinger counsels multinational companies on the import and export of food and food-related products to ensure compliance with regulations in the U.S., Europe, and Asia. He also counsels clients on compliance with the laws and regulations in China regarding consumer products and tobacco-related products, such as e-cigarettes. Mr. Ettinger worked in the firm’s Washington, DC and Brussels offices, and is uniquely positioned to counsel foreign companies who need to navigate the regulatory landscape in Asia. In China, he handles compliance and enforcement matters ranging from ingredient and labeling to product seizure and detention, to food and consumer product recalls and consumer complaints.

    Mr. Ettinger is on the Executive Board and Chair of Mackrell International (a global network of over 90 international law firms). He is on the leadership committee of the American Chamber of Commerce Shanghai’s Food, Agriculture & Beverage Committee. He is a frequent lecturer and author on international food safety matters. Mr. Ettinger is a Chambers and Partners ranked attorney in the area of Life Sciences (International Firms) – China and is listed in The Best Lawyers in America® since 2016 (FDA Law). 

    Prior to joining Keller and Heckman, Mr. Ettinger was a trademark attorney with the U.S. Patent and Trademark Office. Additionally, he has extensive trial experience as a former assistant district attorney in the Nassau County District Attorney's Office in New York where he prosecuted felonies and misdemeanors.

  • Ellen Gao

    CST Certified Toxicologist & Manager, Food Contact Material Intertek

    Ellen Gao, Ph.D. is a senior regulatory specialist with expertise in analytical chemistry. She provides technical expertise in the regulatory compliance of substances used in food-contact materials. She assists companies in obtaining food-contact clearances for their products in China. In addition, Dr. Gao provides technical and scientific support to the new chemical notification in China.

    Prior to joining Intertek, Dr. Gao was as a Technical Director in an accredited GLP laboratory for ecotoxicology test of new chemicals. Her primary focus was physiochemical property test and analytical method development and validation of variety of new chemicals.

    Dr. Gao obtained her Ph.D. in Pharmacognosy from Tsinghua University, Peking Union Medical College. The focus of her thesis was the isolation and characterization of steroid natural products from Actaea asiatica H. Hara. In addition, she researched the cytotoxicity of steroids isolated.

    During Dr. Gao’ Post-doctoral studies in CNRS (France), she explored bioactive natural products from marine sponge. Further, she worked as Senior Scientist in City University of Hongkong for the project of Hongkong Chinese Materia Medica Standard (HKCMM) sponsored by Department of Health of Hongkong, focusing on the setting up of qualitative and quantitative standard of traditional Chinese medicine used in Hongkong.

  • Eric Gu

    Associate Keller and Heckman

    Eric Gu advises domestic and foreign clients on the requirements and regulations for a variety of consumer products, including foods, food additives, food packaging materials, drugs, cosmetics, medical devices, and associated labeling, with a focus on China, Japan, Korea, Thailand, and other Asian countries.

    Prior to joining Keller and Heckman, Mr. Gu worked as an attorney in law firms in Shanghai and New York and acquired deep understanding of both China and U.S. laws and practice. While attending the University of Wisconsin Law School, Mr. Gu participated in the Thomas Tang National Moot Court Competition and served as an IRS-certified volunteer for assistance in federal individual income tax filing.

  • Chen Hu

    Staff Scientist Keller and Heckman

    Chen Hu provides assistance to foreign and domestic clients in the area of food, food packaging, and chemical control, in matters related to regulatory compliance in in China, Japan, Korea, Taiwan, and other Asian countries.

    Mr. Hu works closely with government authorities and trade associations in various phases of regulatory development. Mr. Hu has prepared and submitted hundreds of Chinese applications for registration of food packaging materials, food additives, new food ingredients, and new chemical substances. He is experienced in auditing plant facilities for food and food packaging manufacturers.

    Mr. Hu has master degrees in biochemistry and biostatistics

  • Alistair Irvine

    Senior Manager, Food Contact Testing Smithers

    Alistair manages the Food Packaging Safety Section within Smithers. This involves advising clients on the safety legislation which applies to food packaging in a wide range of different countries throughout the world and coordinating work programmes to ensure that clients' products meet these requirements. His expertise spans all the EU countries, USA, Japan, Australia, New Zealand, Canada, Israel, Russia and all the South American countries.

    Alistair graduated with a degree and PhD in Chemistry from Birmingham University. After working for BP and the Department of Health, he joined Smithers in 1994, taking up his current position in 1995.

  • Marco Zhong

    Prof./Director National Reference Laboratory for Food Contact Material (Guangdong), IQTC

    Marco has been involving in safety of food contact materials for more than 20 years, which specialized in analysis and assessment of Chemical contaminants in food contact materials. He has been serving as an expert in various organizations, such as the member of Review Committee for National Food Safety Standards, The member of Standardization Committee for plastic food contact material, paper and board, etc. To date, he has published more than 60 papers on food contact materials in journals and academic conferences ,while completed 20 national safety standards and analytical methods. He is currently leading the team to draft Chinese regulations for multilayer articles, wood and bamboo, Paper and paper board, as well as various analytical methods for specific migration. He once participated in a FCMs programs In 2008 as a visiting scientist at JRC of European Commission.

    Marco was also appointed as the chairman of Expert committee for FCMs in China food industry association, and the member of Scientific Committee (SC) for the 7th International Food Packaging Symposium organized by ILSI Europe , dedicated to assist government agencies and industry to manage the safety of FCMs with scientific support. 

  • Mitsuhiko Shigekura

    Mr. Mitsuhiko Shigekura has been the executive director of Japan Hygienic Olefin and Styrene Plastics Association, one of the operating bodies of voluntary restraints in Japan, since 2014. He joined to the Japanese Government in 1986 and in charge of the policy of industrial development, chemical substances, global environment, R&D etc. in Ministry of Economy Trade and Industry, Ministry of Foreign Affairs, Ministry of Health, Labour and Welfare, Ministry of Agriculture, Forestry and Fisheries as well as Cabinet Office, Government of Japan. He also worked in JETRO, NITE and AIST, and was a professor of Kyushu University in 2010-2013.

  • Sylvain Rannou

    NQAC Expert, Packaging Safety & Compliance (PS&C) in AOA Nestle

    Sylvain Rannou holds a PhD of Polymer Science & Engineering from The University of Manchester, UK.

    With over 10 years’ experience in the polymer and food packaging industry in UK and Singapore, his expertise covers a range of functions, from packaging development, polymer processing & regulatory compliance, to training & coaching, issue management and networking to leverage expertise.

    Having worked in R&D for Mars Drinks UK and A*STAR Singapore, his current responsibility within Nestlé is to ensure that Nestlé factories in zone Asia-Oceania-Africa (AOA) implement the Nestlé packaging safety & compliance (PS&C) program. His responsibility covers both food contact materials (i.e. mainly packaging) and non-food items (i.e. promotional items).

  • Xiaolu Wang

    Regulatory Research Analyst - Asia Pacific Verisk 3E

    Ms. Xiaolu Wang has extensive legal and regulatory knowledge and expertise in the field of environmental, health, and safety (EHS) and product compliance. Prior to joining Verisk 3E as a regulatory analyst for the Asia Pacific region, Ms. Wang worked for a regulatory consulting firm based in Washington DC as a senior regulatory specialist, during which time she monitored and analyzed regulatory changes in Asia, focusing on chemical management, food contact materials, cosmetics, and medical devices. In addition, she worked as a litigator in Beijing, advising her clients on corporate law matters and contracts.

    At Verisk 3E, one of the major topics that Ms. Wang closely monitors and analyzes is regulatory requirements for consumer packaged goods (CPG), such as food additive, food contact material, cosmetics, and personal care products, in multiple Asian countries, including China, Japan, and Korea. 

    Ms. Wang has been a frequent speaker at the Global Food Contact Conferences hosted by Smithers Pira since 2017 and served as a member of the Advisory Board for a number of these conferences.

    Ms. Wang obtained her Bachelor of Laws (JD equivalent) from the Capital Normal University (CNU) in Beijing, China and a Master of Laws degree (LL.M) from American University in Washington DC.

  • Yan Gu

    Toxicology Specialist Steptoe & Johnson LLP

    Dr. Yan Gu has been a regulatory toxicology reviewer since the implementation of the Food Contact Notification Program in the Office of Food Additive Safety at the FDA nearly two decades ago. Yan specializes in the review and evaluation of toxicological data for Food Contact Notifications (FCNs, over 180) and Pre-Notification Consultations (PNCs, near 100) by industry.

    Also during his tenure at the FDA, he reviewed the safety data for Food Additive Petitions (FAPs) and Color Additive Petitions (CAPs), and participated in the development and improvement of the FCN Toxicology Guidance for Industry and the development of the Guidance of Safety Assessment for Infant Food Contact Materials for Industry. As a member of FDA special task force team on Melamine, he was deeply involved in method development, emergency response, scientific review, and risk assessment. Yan was also a member and subject group lead on FDA Bisphenol A (BPA) team for scientific review and risk assessment. Based on his deep knowledge and experience, he served as a lead of a special working group to use probabilistic approach to determine an appropriate dietary level for recommending the submission of reproductive/development toxicity testing in FCNs. Additionally, he worked as a lead of the team for global harmonization and information exchange on food safety project to introduce the US FCN program and food additive regulations to government officials of other countries. Yan also performed on site full scale biomonitoring GLP inspection to ensure the integrity and quality of toxicological study.

  • Yini Jin

    Regulatory Technical Engineer REACH24H Consulting Group China

    Ms Yini Jin graduated in Food and Beverage Technology from the Justus Liebig University in Giessen, Germany. She was employed by a leading provider of analytical services for food and food contact materials in Germany for several years and moved her career path in 2018 to China to become a regulatory technical engineer for food contact materials. 

    As a regulatory technical engineer at REACH24H Consulting Group, Ms Jin is researching FCM legislations in the EU, China and other Asian countries. Ms Jin has assisted numerous companies worldwide on regulatory compliance and preparation of applications for food contact substances for the Chinese and European market. Moreover, based on the extensive laboratorial experience, Ms. Jin is also specialized in designing migration tests and reviewing migration test reports.
